Dictator Player Documentation

Introduction:
We know little of what really happened. Our records are few, the gaps
in knowledge enormous. The surviving chronicles speak of the cataclism of
1990, by the Old Reckoning. Apparently, then, a few countries had enormous
power, wealth, and population. One such empire, known as the Soviet Union,
for some reason began to collapse., even though it was one of the most powerful
military powers of that time, with thousands of nuclear weapons. It's powerful
neighbor, China, it is written, plotted with Islamic religious fanatics to
hasten the downfall of its old enemy. As the Soviet Union crumbled, the
original Russians, its leading nationality, siezed control of the nuclear
arsenal, and used them against China and the Moslem states. At that point, the
United States(which legend says was the greatest of the powers) joined in the
attack. Although we know little of the details of the great war, known as
World War III, we do know all too well of its effects, the Great Death, the
nuclear winter. The ice caps and glaciers are now receding , and mankind is
rebuilding civilization again. But the old desires for dominance remain. Can
mankind rebuild, or will the Great Death return?
General Overview
The object:
In Dictator you will take control of a small nation 500 years after
the nuclear war and become its supreme ruler. You will then use whatever means
possible including nuclear arms, conventional weapons, economics, and diplomacy
to eventually conquer the world. However remember the history of the world and
do not repeat the nuclear mistakes.
In the game you will be given command of a small nation with a single
region(state). There are 20 nations in the game and 40 regions, 20 of which
are commanded by the 20 nations.
The Economy:
Every region produces a certain amount of agriculture, energy, and
natural resources. These three commodity units are used for just about
everything in the game. You must have agriculture units or else the people
you rule will begin to starve and will eventually revolt against you. You may
sell these units on the global market and buy units on the global market.
Selling on the global market is the best way to make money. The prices on the
global market are figured by supply and demand. You may only trade each
seperate commodity once a day.
Conventional Military Forces:
You will most likely eventually have to use your military. You can
make several different types of military attacks. You may bomb a region, use
your ground armies to attack, or you may attack with your navy. However
you can only make one ground attack and one naval attack once a day.
You may build and buy military units. You can also draft your
population into your army. The drafted people are placed into the militia(a
security/police force)and once the size of the militia reaches 1000 it will
be converted into a army unit.
Nuclear Forces:
You may build and use missile silos and killer satellites, however you
must first possess the technology to do so. You must have nuclear technology
to produce missiles and satellite technology to be able to build killer
satellites. To gain the technology simply use the command to acquire
technology on the nuclear/satellite menu. You may use captured missiles from
conquered regions without possessing nuclear technology. Killer satellites
provide defense against nuclear missiles and can save your nation from
nuclear destruction.
Domestic:
You must have 1 unit of agriculture for every 1000 people or else
they will begin to starve and they will grow unhappy. You may also set tax
and draft rates on the people. You may see how happy or unhappy your people
are by looking at the percent happy for your regions. If this percent gets
low the people will become dissidents(people against your politics, the
opposition party). If the number of dissidents grows they will become rebels
and start a war against your military. If they succeed you will be taken
away from power and will lose the game. So success in this game is largely
dependent on your domestic policies and how you deal with your civilian
population.
The following is a description of the menus and their commands. To help you
learn the game you may want to print this out and then go through the menus
and the commands with this docementation.
Main menu:
Little explanation is needed here. Most of the commands on this menu
simply link you to the other menus in the game.
Military menu:
Note: It is usually best to find an alternate way of solving your problems in
this game then using your military. You can only make a single military or
amphibious attack a day. Moving the armies is not an attack, only if you do
battle with an opponent is movement considered an attack.
[M]ove/attack with armies : allows you to move your armies from region to
region or to attack. You must be adjacent to the region that you wish
to move to.
[N]Make a naval attack : allows you to attack another nation's naval force. You
can only do this once a day.
[B]omb a region : with this option you may bomb regions. Doing this decreases
the amount of goods that the region produces.
[A]mphibious assault : use this to move your armies across the ocean or to
make an attack on a region that can't be reached by land movement.
Nuclear menu:
Note: Nuclear attacks can ruin a region. Raising the radiation up so high that
people can no longer live in them. If all regions are laid to waste
it is possible to create a "dead" planet and any victory in the game
will not win much. When a nuclear attack is made if the defender has
any killer satellites they will defend against the attack. Each
killer satellite defends against a single missile.
[N]uclear attack : nuke regions with your missiles. Cause death and destruction.
[K]Attack another players killer satellites : Use this option to destroy
another players killer satellites. You use your own satellites to
attack against your opponent.
Build:
Note: To build missiles or killer satellites you must first possess the
technology to do so. You must have nuclear technology to build
missiles and satellite technology to build satellites. You can gain
the technology by using the technology options on this menu. Wether or
not you gain this technology or not is determined randomly. If you
don't gain the technology the first time then keep trying, you'll get
it eventually.
[A]Build Armies : Purchase and place armies in your regions.
[B]uild bombers : Build bombers.
[M]Build missile silos : Allows you to build nuclear missiles, but you first
must possess nuclear technology.
[K]Build killer satellites : Allows you to build satellites which defend
against nuclear attacks. You must have satellite technology
to build them.
[T]ncrease nuclear or satellite technology : Allows you try to gain nuclear
or satellite technology. Whether you get it or not will be
determined randomly and you must pay a fee each time you try
to get the technology.
[I]ncrease unit production : This option will let you increase the amount
of agriculture, energy, or natural resources, that a region
produces every day.
[S]py plane/satellite : Build forces which will provide important information
to your nation.
Economy:
Note: The economy menu is most likely where you will make the most of your
money.
[S]ell units. : Allows you to sell your resources and get some money.
[B]uy units : Allows you to buy resources.
[V]iew prices : This option will display the current prices for each of the
resource units in the game. The prices are figured by supply
and demand. Thus the more units there are the lower the price
and vice versa.
Region Management:
Note: This is the menu where commands will make effects on the civilian
population.
[T]ax rate : Change the tax rates for the regions that you own.
[D]raft rate : Lets you change the draft rates in your regions
Communications:
Note: This is where you will communicate with the other players. What you say
here can make drastic impacts on your game.
[R]ead saved message : Lets you read any messages that you may have that you
haven't already deleted.
[E]nter a message : Allows you to enter a private message to the leader of
another region.
[M]ake an announcement : By using this option you may enter a public message
to all that will be placed into the paper.
Intelligence:
Note: This is one of the most important menus in the game. Here you can get
information on the nations and regions in the game. Your intelligence
accuray rating is very important an is displayed at the top of the
menu. It affects the accuracy of data that you recieve throughout
the game. Even when this rating is high information on military
forces is not too accurate. It is best to use a spy satellite or
a spy bomber to find military information.
[R]egion information : Shows you detailed information on a region. Shows you
how happy/unhappy the people are and military information
among other things.
[N]ation information : Basically the same as region information except that
it shows you general information on the ruling nations in the
game.
[A]id rebels : Support the freedom fighters/terrorists(depending on your point
of view) in the region of your choice.
[I]ncrease Intelligence : Increasing this will increase the accuracy of the
region and nation information that you recieve. The accuracy
is extremely low at the games start.
[S]py satellite/plane pass : This will provide extremely accurate of the
military forces in a region. However a spy plane may be
spotted. If this happens the owner of the region that you
made the flight over will be notified and may not react
too kindly to what you've done.
